Job Title: Business Manager
Location: Remote
Reports To: Director of the NC Main Street & Rural Planning Center and the Director of Regional Development Commissions (ARC & SCRC)


Job Summary

The Business Manager supports the NC Main Street & Rural Planning Center and the Regional Development Commission by overseeing administrative operations, procurement, contracts, finance, human resources coordination, and communications. This role ensures the smooth day-to-day functioning of programs and staff support systems, while maintaining compliance with state policies and managing vendor relationships.


Key Responsibilities

Administrative & IT Support

  • Coordinate onboarding and equipment setup for new staff (computers, phones, NCID, software access)
  • Manage upgrades for existing staff equipment and software
  • Oversee software licensing and renewals (Adobe Pro, DocuSign, Esri, Salesforce)
  • Liaise with DIT for equipment and enterprise services

Procurement & Contracts

  • Manage purchasing of office supplies and equipment
  • Administer contracts for services, memberships, and media assets
  • Track and renew vendor agreements (e.g., Placer.ai, Claritas, SurveyMonkey, Submittable)
  • Support e-procurement processes for new contracts

Finance & Budget

  • Process travel reimbursements and vehicle reports
  • Manage monthly and annual budget tracking and approvals
  • Oversee grant payment requests, progress reports, and close-out documentation
  • Coordinate with NC PRO for reporting and meetings

Human Resources Coordination

  • Support Workday processes (telework agreements, FMLA, performance reviews)
  • Track and manage annual agreements and licensing for Main Street programs

Communications & Records

  • Maintain and update listservs
  • Manage contact databases and historical program records
  • Oversee reporting portals and ensure timely submission of required reports

Qualifications

  • Bachelor’s degree in Business Administration, Public Administration, or related field
  • Experience in government or nonprofit operations preferred
  • Strong organizational and communication skills
  • Proficiency in Microsoft Office, Salesforce, and procurement systems

 

Salary Range - $50,000-$60,000
